On March 25, 2026, in Clark, Pampanga, the Department of Science and Technology – Central Luzon (DOST-III) formally strengthened its partnership with various Local Government Units (LGUs) through the signing of a Memorandum of Agreement (MOA) for the implementation of Project SARAI-CENTRO under the DOST SINAG initiative. The event marked a significant milestone in the region’s continued push toward modernizing agriculture through science, technology, and innovation, aligning with national efforts to ensure food security and climate resilience.
Project SARAI-CENTRO (Smarter Approaches to Reinvigorate Agriculture as an Industry in the Philippines) is designed to institutionalize the use of advanced, data-driven technologies in local agricultural systems. Through DOST SINAG, the project integrates key components such as real-time weather monitoring, satellite-based analysis, and digital advisory systems that will enable LGUs and farmers to make more informed and timely decisions. The initiative underscores the importance of localized, science-based interventions in addressing the challenges posed by climate variability, pest outbreaks, and inefficient resource utilization.
A highlight of the MOA signing was the turnover of Automatic Weather Stations (AWS) to the participating LGUs. Each unit serves as a critical tool in capturing accurate, site-specific weather data, including temperature, rainfall, humidity, and wind conditions. These data inputs are essential in generating reliable crop advisories and forecasts that guide farmers in planning their planting schedules, irrigation management, and pest control strategies. By equipping LGUs with their own AWS, DOST-III ensures that communities have direct access to technologies that support proactive and evidence-based agricultural practices.
Complementing the MOA signing and technology transfer was a three-day capacity-building training participated in by representatives from the Municipal and City Agriculture Offices of partner LGUs. The training focused on Smart Agriculture and provided hands-on learning experiences in agricultural monitoring, enabling participants to better understand crop conditions and environmental factors affecting productivity. Participants were also trained in digitizing agricultural lands using tools such as QGIS and Google Earth Engine Pro, allowing them to map, analyze, and manage agricultural areas more efficiently through geospatial technologies.
In addition, the training introduced the DOST SINAG Virtual Hub, a centralized digital platform that serves as a repository of agricultural data, analytics, and decision-support tools. Through the platform, users can access weather data, satellite imagery, and other relevant information that can be translated into actionable insights for farmers and agricultural stakeholders. The integration of these digital tools highlights the project’s goal of bridging the gap between scientific research and on-the-ground agricultural application.
At the end of the training, participants were able to apply their newly acquired knowledge by developing their own localized crop advisories. These advisories combined weather data, crop-specific information, and geospatial analysis to provide practical recommendations tailored to their respective areas. The successful generation of these outputs demonstrated not only the effectiveness of the training but also the readiness of LGUs to take an active role in implementing smart agriculture solutions within their jurisdictions.
DOST-III emphasized that the collaboration with LGUs is vital in ensuring the sustainability and scalability of the SARAI-CENTRO initiative. As frontline implementers, LGUs play a crucial role in translating technologies and innovations into tangible benefits for farmers. Through continued capacity-building, provision of tools, and technical support, DOST Central Luzon aims to cultivate a more resilient agricultural sector that is adaptive to climate challenges and responsive to the needs of local communities.
With the combined efforts of DOST-III and its partner LGUs, and through the guiding framework of DOST SINAG, Central Luzon is poised to become a model region for smart and innovative agriculture—where science and technology empower farmers, enhance productivity, and contribute to long-term sustainable development.
